Idaho taps National Guard for snowplow driver shortage solution

The Idaho Transportation Department (ITD) is addressing a persistent shortage of snowplow drivers with Commercial Driver’s Licenses (CDLs) by proposing a collaboration with the Idaho National Guard. This shortage has been a challenge each winter, leading to delayed snow removal and hazardous driving conditions. Will Miller, Business Engagement Manager for ITD, highlighted the issue, noting that competition with private industry further complicates efforts to maintain service levels.

To tackle this problem, ITD plans to establish a voluntary reserve pool of National Guard soldiers who have heavy equipment experience. Many of these soldiers already possess training equivalent to CDL holders through their military experience. This initiative aims to provide critical assistance in keeping Idaho's roads safe during severe weather.

Key benefits of this proposal include immediate workforce support during peak winter conditions, as well as trained and ready personnel familiar with local terrain across Idaho. Additionally, the program offers career development opportunities for soldiers by helping them convert military experience into civilian credentials like CDLs.

The implementation strategy involves familiarizing the Idaho National Guard with this opportunity, providing specialized training on snowplow operations and safety procedures, assisting soldiers in obtaining CDL certification, and ongoing evaluation of the program’s effectiveness.

Recent discussions between ITD and the Idaho National Guard have clarified communication gaps regarding CDL requirements. Updated information has been shared with Guard members to increase awareness of CDL opportunities. This initiative is expected to expand ITD's recruitment pool by generating more CDL holders across Idaho.

Moving forward, ITD is considering options such as temporary winter support or an on-call reserve list for extreme weather events. Efforts are also underway to connect DMV representatives with military career fairs to promote this opportunity further.

Scott Conrad, Albert Asker, and the DMV community have played significant roles in supporting this initiative. Although still in its early stages, ITD anticipates positive outcomes as these steps take effect over the coming year.
