Senator Crapo highlights record tax refunds and new relief during Senate hearing

Senator Mike Crapo (R-Idaho) said on Apr. 16 that this year’s tax filing season has brought historically high refunds and broader relief to millions of Americans, citing data from Internal Revenue Service CEO Frank Bisignano during a U.S. Senate Finance Committee hearing.

The increased refunds are attributed to the Working Families Tax Cuts, which lawmakers say have provided significant financial benefits to middle-class families and job creators. The changes come as the IRS processed about 120 million returns by April 10, with approximately 80 million refunds issued—millions more than last year.

Bisignano said, “Thanks to the legislation signed into law, we are seeing historically high refunds and adoption of the President’s key tax initiatives at levels that surpassed expectations.” He added, “More than eighty million Americans have had refunds—that’s the most ever. So, when we think about the refunds, we paid out 16 percent more. … When you take all refunds, 90 percent of them have been paid within 21 days. Larger refunds to more people quicker.”

Crapo addressed how these measures prevented a major tax increase for many taxpayers: “Had the 2017 Trump tax cuts expired, taxpayers earning less than $400,000 would have faced a $2.6 trillion tax hike over the next decade. Not only did Republicans make those tax cuts permanent, but the Working Families Tax Cuts also delivered significant new middle-class relief.” He further noted that average refund amounts rose by about 11 percent to over $3,400 this year while total refund payouts reached almost $274 billion.

New provisions affecting tips, overtime pay, car-loan interest deductions and senior benefits were claimed on over 53 million returns—nearly half of all filings this season. Bisignano detailed these figures: “Thirty million [have claimed] the senior benefit. Six million filers have claimed no tax on tips, twenty-five million filers have had no tax on overtime…one million for the car loan deduction…the largest amount of refunds—80 million going out and over $280 billion in refunds—we have 10 percent more people receiving a refund this year…” He also reported five million Trump Accounts opened for dependents and one million for newborns.
