Franklin Ryan, a 45-year-old resident of Sparks, Nevada, has been sentenced to 210 months in federal prison for distributing methamphetamine and fentanyl in eastern Idaho. The sentencing was announced by U.S. Attorney Bart M. Davis.
Court records show that between March and September 2024, Ryan sold significant amounts of methamphetamine and fentanyl in the region. Investigators found that he sold eight pounds of methamphetamine to another individual and used financial accounts under his control to funnel over $100,000 in drug proceeds. Authorities said this indicated Ryan’s involvement in a large-scale drug distribution network. In addition to drug trafficking, Ryan illegally possessed and sold firearms as part of his activities.
Ryan pleaded guilty on August 26, 2025. Four other people have been charged as co-conspirators; their cases are still pending.
U.S. District Judge David C. Nye also ordered that Ryan serve five years of supervised release after completing his prison sentence.
U.S. Attorney Davis stated: “I commend the work of the Federal Bureau of Investigation and Idaho State Police, which led to the charges.”
Assistant U.S. Attorney Blythe McLane prosecuted the case.
The investigation involved the Federal Bureau of Investigation working with the Idaho State Police and the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program. HIDTA is a counterdrug grant program sponsored by the Office of National Drug Control Policy (ONDCP) that coordinates funding for multiagency drug enforcement efforts, including the BADGES Task Force.
The BADGES Task Force brings together federal, state, and local law enforcement agencies to focus primarily on drug trafficking crimes in Bannock County and across the region.
